City Manager Robert Baldwin - Exposing Hollywood, Florida, Fund Issues


Robert Baldwin has served Dania Beach, Florida, as City Manager since 2009. With Dania Beach facing many of the same issues as Broward County’s older coastal cities, Robert Baldwin has overseen successful efforts to increase citizen participation and redevelop and revitalize the municipality. 

He previously served as Assistant City Manager in Hollywood, Florida, and during that time brought insight to a state attorney's office investigation into a Hollywood Parks and Recreation Department secret fund that was in operation for approximately 20 years. 

The fund involved money being collected at city events that should have found its way into public coffers through the city treasury. Instead, city volunteers and employees spent that money with none of the usual city controls in place. 

This was only one of many issues that presaged Bob Baldwin writing a report that detailed a lack of good accounting practices and internal controls. Among them was a computer project budgeted for $2.2 million that ended in failure. 

His report was dismissed by some city officials and supported by many at the time of his leaving. Its veracity was proven after a subsequent Arthur Andersen auditors’ report was completed with the same findings.
